But the purpose of sedition act is not needed . 

While I do agree indian constitution is outdated , the purpose for most of the laws  still exists

Understand the whole context in Gogoi's statement. Rafale judgement, retirment tharuvatha 6 months ki Ranjan Gogoi Rajya Sabha MP avvadam.
