It was started in 1991-92, rajiv expired some time before that period so named as such.. 

He encouraged sports during his tenure all famous players toh konni songs kuda chesaru appatlo on national integration.

meanwhile.. Congress folks are finding it hard to console & convince Rahul that it is only the name of the award that has been changed ..not the name of his dad...
