Friend's Late parents so how Birth cert affidavit?

one of my friends parents expired long back so how can he get birth cert affidavit now ? He has elder sibling living in india can she do affidavit for him ?

yes. she can do it. best would be best if someone like uncle or aunt can certify .

I think if he/she can attach the death ceritificates of their parents and attach Form-10 (non-availability certificate ) and notarize + affidavit  should be enough. Guardians can fill the affidavit and sign on their late parents behalf.
