Usually these are contract jobs, so neither employer or employee has moral or legal obligation...

No unless you have informed your employer about it and are on a planned schedule, it’s financial fraud. 
don’t take it for granted ! Take this seriously. 
Coz everybody are aware of it now due to the current circumstances.

If both jobs are consulting, then it's absolutely okay. 

I don't think it's financial fraud ... No company wants to file a lawsuit... It will backfire
