While crude oil is high , indian govt increased excise duty adds another 15-20 rupees to the final price . 

Oil bonds payment are only 3.5% of the total duel taxes collected in last seven years

California is a hyper developed economy that is trying to promote alternate energy. India could've used lower fuel prices to kickstart its economy. Instead they bungled big time.
