cha..... My friend took up this case with his own expenses only to end up with no co-operation from victim as they were shlt scared

Are you crazy ? the entire village is with perpetrators there. It is the culture of india to act like it. Indian consitutional forces such as police, English Law (and other things copied from west) are too weak to stop all of this.

The same can be said about police in the US and the whole defund the police moment. But the fact of the matter is, the constitution prevents these from happening and makes it a culpable offense. With the Taliban, no one calls on them on for it.
