Because of Afgha's horrible geopolitical borders. Each town/city with-in the country largely cut from each other because of high mountains and hard to move troops. The Taliban forces attack in Afghan and disappear to Pakistan border. Which is a major concern to really identify the bad guys. When neighboring country harboring these people it's not a joke to go find them in foreign land.
