Dude - my 2 cents. Obviously not a law expert but have seen similar scenarios along with my own personal exp. 

Promotions are allowed on existing perm as long as the new role duties don’t deviate by more than 50% or something to the originally submitted responsibilities in the petition. 
 

Say the new role changes the responsibilities significantly and breaches the above threshold then a new Perm is required but original PD can be used.
