yes, we can also reach direct to IO some cases thru email, 

there are many cases specially naturalization ones, if they need more info or update they'd call

yes, although this is not usual, but its not like there is no chance of them calling, they'd if its required, i have heard few cases in immi help and visa journey forums, mostly naturalization cases.
