Had a similar issue when I needed to notarize a utility bill and another supporting doc for my passport stuff. Most banks refused, and UPS only did original signatures, not copies, just like you said. I eventually found someone through a friend who worked with a mobile notary, but pricing was a bit high and scheduling was a mess.

If you're in or near London, I’d check with LAS Ltd. They were super quick when I needed a couple of copies certified for a student visa. Not cheap, but solid service and they handled everything without going back and forth.
