For south indian they only give to cultural people or scientists gatra. They never give to leaders or politicians. They dont see south indians that way.

Pvnr deserves it for economic reforms even though they were incredibly unpopular , he followed through with them .  Changed the fate of indian economy 

Other than him Karunanidhi is a honorable mention , mgr a long shot , NTR didn't really rule for long and his family itself opposes it for now
