Anyone would see NTR who founded a party and bought it to power (three times actually - 84,84 and 94)as more deserving than CBN who just continued the party.

There is no such criteria as "tenure of CM" - he is making them as he goes just to deny NTR something. If CBN name  comes up then he will generate another criteria on the fly to justify denying him. It is actually funny.

It doesn't really matter , he only served  half as much time as  cbn  and to put it bluntly he ruled a below average performing state .

Karunanidhi , mgr took a middling state to the second best state of india . Legacy plays a big role

Anyway i personally dont care for this award BR. I dont know why people hype it up so much and ask for NTR or PVNR. No matter what ratna the popularity of these people will only remain with telugu people and how they see them.

No UP fellow will start admiring NTR or PVN because he got this crap award.

Jyothi basu took the top state and turned it into a dump , his legacy is tarnished 

Naveen Patnaik rules a poor state , its still pretty poor after so many years of rule.
