Read everything in entierety and not overly emotional.

Instrument of accension was done by two externam powers - kingdom of kashmir and republic of india. Now kashmir kingdom is no longer there and only india has to implement the agreement.

India went to UN and agreed it is disputed and promised to hold plebiscite.

Temporary can be seen in that context. Also the law clearly says any change will done with agreement of J&K state which was not followed by GoI.
