Both BJP and Congress deliberately select CM,s who have no agency of themselves or personal political base. While power is held in BJP central commitee and RSS. These puppet Cm's sometimes come from OBC too but they are not representative of their own castes at all - Look at the President Kovind. There is a reason why Sonia hated YSR who had agency of his own and a base. They prefer Rosiah/KKR not YSR.
