Question regarding H1-B stamping

ma colleague okathanu H1-b stamping plan chesthundu , and booking a visa slot. Following is the scenario-

1. he went for H1 stamping in 2019, and the stamping is valid until 2022
2. he changed employer in Oct 2020
3. He wants to go for H1 stamping now

so, ipudu athanu interview waiver option select chesukovacha considering his VISA stamping still valid? or, is that assumption wrong consdiering he changed his employer? please suggest your experience with such situations.

Waiver is only if you are working for same employer

if he has the old visa stamping on his passport and it is not expired he can use the same one. Why he wants to go for stamping again?.
