H1 fees they cannot ask. 
but GC fees they can but it should be in certain percentage. If employee leaves with in 6 months, he is responsible to pay 75% back, with in 1 year ayithae 50% and so on…

Neeku PERM and I140 cheyadaniki kanisam 1.5-2 years paduthundi.. so either way you will stay for at least 2 years.

try negotiating on 3 days office and 2 days WFH.
