its just an protection. 

the bar code at the back of the code is the key, if kept in wallet without any protection, the bar code may fade out slowly over the period of time, its better and safe to keep the card in that white paper pouch. 

Also there is no need to carry gc in you wallet, you can just keep it at home. Scan it and save the soft copy in your mail or gdrive, this is just if you need to show gc proof for any jobs, you can immediately pull out from the mail and send a copy to the vendors/employers.
