Some of the discrepancies are due to healthcare workers being unfamiliar with digital entry and making mistakes . 

As far as I know vaccines are widely available and administered . There's no need to doubt the numbers unless central govt is pushing fake vials

it's just number juggling , but not fudging . 

Basically they stopped reporting real vaccinations for few days and entered them on supreme leaders birthday

Not pushing fake vials but to set records on some day central govt pushing state, state pushing health care workers… some health care workers who want to achieve set target for the day are manipulating some data entry (though negligible)…

common guys. there will be some wrong entries here and there. people as well as administrators make mistakes.  atleast they have a service that messages you on the status and availability. ikkada we have to go and do it ourselves.

regardless of the numbers .. if vaccine is readily available for common-man for very little to no-cost, which by the way is what is the current state of vaccine availability in India .. things like this has very little value ..
