When ever I have used it was good.. 

Ippudu unna dhaniki enti issue, off course betterment can be always looked in to I didn't see performance issues like being not reachable most of the time or being very slow etc..

that’s not the case all the time…TTD website is like IRCTC. It was always good but there was also room for improvement. Most recently, darshan tickets is on first come and first serve, page load avadam…oka vela load ayina re-direct avadam, payment gateway fail avadam lantivi chala common issues. Oka 10k users oke sari login avuthe deela padipotadi..

Ok.. As I mentioned earlier there is always a scope of improvement, didn't face such lag as mentioned by you when ever i tried so wasn't aware of it. Lets hope for the best.

Websites that experience sudden rush in sma window has to be on dynamically scaling cloud service . 

Exam Results , tickets  are good examples , standalone govt servers will crash if large amount of users access it in a small window  just like the garbage IT portal from Infosys .

Irctc ki chala improve aindi..irctc ni ala handle cheyatam chala kastam..I think HCL vallu chala baga improve chesaru...
