Ghoram antey capacity  ? No.  Andhra had excess generation capacity in 2014 itself . 

Financial health ? Yes. 

In 2014 they had 12000 cr debt with 1000 cr dues , baboru left behind 30000 crores debt with another 35000 crore dues .  The dues are slightly lower now but can't exactly find the figures 

Overall they are not that  bad shape going by indian standards. According to center Andhra breaks even on power supply nowdays while Telangana is losing 1.21 rupees per unit 

If the same trends continue Telangana will be in lot of trouble than Andhra

This coal shortage and power outages are a blessing in disguise if used properly.

We could introduce good market-based power reforms, we need it now. 

Free and cheap power is being abused and not being used efficiently and power freebies are becoming increased election stunts. We really need to curtail these, and present outages can be used as a good reason to tighten screws in power distribution.
