excerpt from the Eighth Schedule of the Indian Constitution..

"the progressive use of Hindi for official purposes of the Union. Article 351 of the Constitution provides that it shall be the duty of the Union to promote the spread of the Hindi language to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius, the forms, style and expressions used in Hindustani and in the other languages of India specified in the Eighth Schedule"

the current list is 22  in the 8th schedule and there are demands to include 38 other languages..

while what you said is true and official, the indian govt game has been trying to patiently wear out the south indian resolve to protect its culture. 

For example it keeps talking about expanding parliament seats which will be great injustice to family planning efforts of south india. Whenever south indian MPs protest it will shelve but it will AGAIN bring it when it gets a chance. Waiting to see when south will tire itself out.

it already consolidated north in to a hindi empire killing many local languages like Rajasthani, maithili etc. When it comes to south Indian govt takes the opposite route of dividing it.
