That trade has always been there and its nothing new. Every agency area this is the same case. Infact the weed from Andhra is local standard. 20 years too short, I estimate to be at least 40-50 years or organized trade and unofficial trade for centuries. 

Local tribals use weed on everyday basis and they even use it in cooking. 

During CBN's time, there was hardly any arrests or control. not just CBN just you cannot really control this trade. 

There is place in Himachal Pradesh.Kasol which is popular for weed tourism and you can find weed in thousands of hectares on mountain slopes.
