is it not that mody exported the same vaccine to several countries ? without who approval how did they use it in other countries ?

WHO approval is for international use. WHO can only recommend but it cannot force any country to use it. Also you are confusing covishield (which is actually astrazeneca license manufactured here) with covaxin.

Basically WHO approval ledhante this vaccine cannot be used in the vaccine stockpile WHO created. But if some country wants to use they can directly approach india and use it.

i am clear on covishied aka astrazeneca bro, 

without who approval how could other countries use and accept it for int travellers, while countries like US are saying they fine to allow int travellers in if who accepts it, 

some countries gave their nod for int travelleres to get in, if the're covaxin vaccinated while some countries still not letting in, like US etc.,
