Why Bro ?? Can we know the reason for 5 years

Same person from outside India including China (may be three years) are getting GC why Indians have to wait?? It's level playing field ovadiki what difference it makes if a person waits for 2 years vs 5 years 

PS this provision will not help me personally anything
