in fact this is Pakistani vs non Pakistani problem, they are using islam as a shield so that their criticisers will attack islam and the remaining islamic world will come to their rescue by bashing the criticisers.

so, anything that they want to propagate they do that by attaching that to islam, without this shield they would have never got any support.
