Irony is that photo journalist is already there, aimed flood light on the car and already called police. 

What is missing is v cones and flares..  person in the car should have either leave the car and go to median / or be in the car, with seat belt on and heavy foot on break.

Did you notice the first person who got out of car, he did not put blinking lights, if his car is totally shut-off he should have first moved to curb side. mistake caused a domino effect unfortunately .. very bad and sad.
