Well most successful india states have some semblance of fiscal policies in place like maharastra , Gujarat , Karnataka and even Tamil nadu , Telangana to some extent 

States like punjab , Andhra , kerala  are going off the rails . There's no use in blaming one part or another it's the people who are at fault here expecting everything for free
