TCS Fee for paying the tution fee from India to US

Hi All.

I got a student loan in the Bank in India. Forex wing in India is collecting TCS Fee 0.5 %(first sem) and 5.0%(second sem) when I pay the semester free.

do we have any alternative for avoid or reducing the TCS free.
