problem is with old technology flights which are still operational.

vallaki seperate ga exempt mivvaleru or cannot track...

I don't think so. Those flights are already extinct. FAA and Boeing acknowledged it. The reason for asking the devices to be shut now is because they want attention of passengers during crucial phases of flight. Take off and touch down are the most dangerous phases of flight journey and when agents are announcing emergency information. They will ask you to shut off during these times to force passengers to pay attention. As you may have realized, they also ask your windows to stay open during this phase. They want passengers to have environmental cognizance in case of emergency.

Why would they ask to shut down all electronic devices, not just cell phones? What bands do laptops emit continuously that interfere with advanced communications nowadays?

No where did they have concerns of safety. Avionics have come a long way. It is now the airplane carriers taking their own decision.
