HELOC best bank/CU - Georgia located

Can anyone recommend best bank or CU for HELOC?   I got the following for now

 

Penfed - takes 90 day to open

Third Federal - 60-90 days.. max 200K

if you can sahre any other.. that would be great. Thx!
