Delhi's outstanding debt was around 35000 crores last year , don't think they have paid it yet .

When kejriwal took over the debt was around 7.5% of GSDP , now it's around 4%.  so kejriwal essentially havled the debt 

The news article is wrong , perhaps Delhi is not taking on new debt this year 

In any case Delhi is a special city state which has massively benefited from central govt spending lakhs of crores looted by taxing everyone else in india 

Imagine mumbai, Hyderabad , banglore as seprate states but with ten times more central funding

For those cheering on low debt , this is also a sign of incompetence. In a growing country state should spend more on basic infrastructure.

Any debt spent for important infrastructure will give lot more returns in the future ,  they are essentially wasting high returns. 

Its like keeping your money in Fixed deposit instead of high return instruments like real estate or stocks
