How much property tax on 2 mn and how much sq ft?  In most places you can make 200k now, can work for CA companies remotely for 200-300 k, it is not out of way. Plus for a million you can get 3000-5000 sq ft. 

Does it make sense to put that second million in an index fund and even with not so great returns on the home, be better off?

200k a couple make chestunaru ani chepanu bro there are people who are making 300k too per person , CA companies are adjusting pay if yiu move out , it's always debatable but here people made lot of money naa lanti telvi takva odu velipovadsm better

yes definitely bay area has lot of upward mobility for the smart ones. But definitely that is not the 200k range. Bay Area, cities like New York, Mumbai are for the cream of the society.
