It's not only verbally approved, Union cabinet approved back then sent it to planning commission approval which is the last step for including into the bill

i dont remember the complete context and i could be wrong too. As far as i remember, some 8 mandals from khamam border got merged into ap and is part of the division bill. When things like that were added in the bill, how can ss be missed.
