Indian Community Welfare Fund funded by all NRIs across the globe... Where the money gone ?

In 2009 congress govt created ICWF fund to help distress Indian citizens in other countries … In 2017 govt modified the rules to use that fund also for cultural activities.

Now why govt charging to help students in Ukraine, why govt claiming godi govt spending to bring back students … where are those funds gone.

1st time kadu every time you apply for something at indian embassy you have to pay icwf fee … visa/oci/passport renewal/police clearnce etc etc
