I don't understand this logic, JnK is the most important state in terms of national security. If no one is interested, army doesn't need to go there and India fought 3-4 wars in that state. 

And J n K is a key state with respect to tourism and culture. It's important for both hindus and muslims

Just because some cabinet ministers aren't (which is subjected to debatable) doesn't mean Indians are not interested.
