Costly rates are by design to lower the smoking rates , it worked well for many countries that have good border controls. Tobacco addiction is way down in countries with high prices 

Both the cigarette pack and all the items on right cost the same

You can get that in USA also, especially at lidl or Aldi ..most of the items are $1.x on the right
