As far as i know, google moved most of the engineering teams from hyd to blore & overseas in 2017-18. Ippudu motham customer support & non eng teams ey ekkuva hyd lo.

dont know whats the plan for new campus

No, google pay product is primarily based out of Hyderabad  also the team I interviewed for GCP is based out of Hyderabad too.

they wouldn’t be building asia pac regional Hq  for a call center

I meant this campus agreement was signed in 2015 ktr visit to Google HQ and 7.3 acres land was also purchased in 2019 January

Most of engineering tech are based in Bangalore. Hyd and Gurgaon mostly back end works, best security,maps, YouTube, teams supporting Engg , customer service and analytics. A small team of 100-150 supporting GCP. 
 

May be once they build the facility, they may move in lot of other teams to Hyd.
