CBN does not have much options and he knows what will happen if he goes alone.. he tried for alliance and that did not happen 

Then he started rumor about package and both the parties were successful in establishing that rumor. 
 

Jagan was the biggest beneficiary of that rumor. CBN thought that will benefit him and it misfired and you can see the results in 2019.
