Also, no person with past criminal history and mental disorders should be eligible to buy guns of any sort. 

Minimum age should be 21 or higher. 

Also, there should be a limit about how much ammo a person can buy in an annual year. There should be some annual cap. 

If unauthorized person uses your licensed gun, then you should be made liable for it. Thus, guns will be safeguarded well by the eligible owners.
