Visa chances for a visa with clearance received annotation

I was sent back from Chicago as I did not have a project but got the visa after Admin processing(3 months got laid off by then) back in 2012. I looked for a full time job from India, got H1 sponsored and got visa after 2 months admin processing with annotation clearance received. I have been working at this full time job for 9 years now. I also did not go to India (almost 9 years) because of this horrific experience. I am planning to got India next month. What do you guys think about my chances of getting visa?

Wrong. Mexico is allowing now. Lot of folks going for visa interview in Mexico.
