Vietnamese are taught to handle guns while at university. It sounds like a sick institution that teaches students the ways of military and throws in handling guns as bonus.

what's the percentage of college graduates in Vietnam? 2-3%

and for you somehow the 'entire' population of vietnam knows how to handle guns. Even most these university students wouldn't have actually fired a gun.

compulsory military conscription doesn't mean entire population gets gun training. use some brains. Vietnam won't have that many guns.

 at best most of the population will get RSS type military exercises, and learn how to be good sheep. No gun training.
