ATT Wifi calling does not work in India. I had problem getting txt message for VPN. Luckily my company allows to change phone number for VPN and I changed to another number.

But if your primary concern is using US cell service in India then Google Fi has the best plan.

yeah maybe. tmobile and its MVNO's are much better in this regard. calls and sms authentications worked on wifi calling.

Ya. Some years back tmob had $5 or so roaming charge that includes india which used, they are not offering it anymore. 

For incoming sms, it's free anyway
