MY take on this is , it’s all setting up the stage. 

China will eventually take over the Taiwan in next 10 years. 
 

USA knows it, so they are making contingencies like identifying the resources(human and technical) that are crucial to USA specifically semiconductor industries  and move them out of Taiwan. 
 

even chips act got passed for same reason and they are trying to accelerate production of seminconductors in state side.
