what happens to Left over GC's in EB2 after 7% allocations

looks like EB2 will get around 80K GC's this year, since it is current for all the countries except India and China. what will happen to left over Gc's in the EB2 category do they spill over to EB3 or will they be given to EB2 backlog ?
