He knows some section of audience will start this campaign on Twitter... We have seen it won't make any difference ( ex : gangubai ) ... But he encouraged it for 2 reasons:

1. It will make rest of 70% ( fans + neutrals + anti -bjp ) to support his movie

2. There are controversial elements in the movie ( army standards, helping Pakistan etc ) and some backlash is going to happen anyway....

 

Now, even if the movie is half decent ( which will be - he is perfectionist) movie will be a hit.

This is called master stroke
