You can apply re-entry permit only when you are within the country. I think it might require finger printing. Mostly upto 1 year you can be outside of the country. earlier it used be be less than 6 months .. based on the need as per my learning on the same thing ..

Brother take admission in some tamil nadu university for PhD program say that u want to study in tamilnadu for PhD program they will issue a usa oci card u can come any time go any 

Biggest benefit u will be counted for usc citizen ship 

For us citizen ship u need to be 5 years 365×5 

But usa oci card they will count as ur staying here
