Yes traffic is heavy because of the geography of the city - mountains undadam valla you can have only few entrances and exits.

But they are making heavy investments. already 460 km plus metro undhi. inko almost 200kms expansion plans unnai.

They are constructing 200 kms plus suburban rail lines.

by 2035 the entire municipality will have :

"In the municipality’s Transportation Planning Outline, a hugely comprehensive and multidimensional transport network is blueprinted, which consists of 8,900 KM of high-speed railways and inner-city subways, 225,000 KM of roads, 4,500 KM of waterways, more feeder airports, as well as a massive postal express network"

2018 lo. But I was amazed to see the development activities going there at that time. Actual ga Shanghai and Beijing lanti places lo certain car numbers are only allowed to drive particular days in a week to control the traffic. At that time, chong qing does not have that rule. They will also implement when the traffic situation goes out of control. What I observed across china is, heavy focus on infrastructure and their high speed train network is super actually. 

It will take India atleast another 20 to 30 years to reach that stage.

Agree with everything - apart from the last sentence that india can come to china's current levels even after 20-30 years.

Yes, I agree, its doubtful. Main drawback in India is religion politics.
