The whole liquor control policy in India is a complete sham , it only exists so that ruling party gets a huge share in the business 

If they really care about well being of alcoholics they would build de addiction centers in every city with the money earned. 

The most honest policy about alcohol is complete deregulation aside from age restriction like America. It will become just another product like shampoo or biscuits. States will collect taxes and no bribes will be involved
