why would it cost $100k in lawyer fees? most of the cost is in keeping the person in detention and in processing his removal. and it won't be anywhere close to that.

US govt still deports a significant number of people. But it is not the first option in most cases because - bureaucracy. Local police doesn't want to deal with these cases. they'd be glad if ICE took over the case from them. as long as they dno't have to file any paperwork.

Because there are multiple appeals to go before deportation order and the US govt usually hires private lawyers to argue the cases 

Majority of deportations are consensual and through Mexico land border

most of the cost is for identifying the person, and for paying for his detention facilities. Its is from the ICE report itself.
