IIT mtech topper ki meaning ledu atleast USA lo. ikkada antha ani papers publish chesadru, enni grants rasaadu anedy lekka. ika stipend antava ...adi kooda active research groups with good publications dagara money untadi...also, phd ki dabbulkai sambandam undadhu...so he will have to do with 25k to 35k for about 7 years...ala itaheney rammanu.

Also, mee vaadu IIT itahe ee sarikey chusi untadu research groups gurnchi, if not ask him to do so ...google and other scientific literature databases like scopus, research gate lo chusukoni aa head of the group ki message cheyali...with resume and publications if any. okko sari TOEFL/GRE score meeda kooda teesukuntaru kaani interview untadi...

EB1 is current so pursuing a PhD is a good strategy. However just doing PhD will not get any immigration benefits 

 Publications are very important and most importantly they must be cited. Since climate change is a happening topic, getting publications and citations is no big deal.

some professors are very active in research while others are not. It is suggested to join a research group which is very active. That way you are covered with stipend as well as publications possibility.

If you are interested in academia, maintain good contacts with fellow researchers during conferences. Other wise learn some statistical software and join industry after you get your GC.
